Why do they still pay attention when I try so hard to be invisible?

I’m the new girl in town and I’ve noticed I get a lot of stares, mostly from men but sometimes from women too (usually more judging or jealous looks). I’m naturally quite curvy in certain areas, and I honestly hate the attention.

I go out of my way to wear baggy clothes, avoid eye contact, wear hats—anything to tone it down and stay low-key. But it feels like no matter what I do, people still look.

I’m not trying to stand out. I’m not dressing to show anything off. I don't show cleavage.
I just want to go about my day in peace, workout, go back home and watch a serie. I don't talk to others when I don't have to. I am an introvert but try to stay fit.

So my question is: why do people still pay so much attention, even when someone is clearly trying to not be noticed?
I mean I won't even pay attention to someone who shows they don't like it.

Is it just curiosity? Entitlement? Attraction? Disrespect? Or all of the above?
