Why does a guy refuse to chase any girl unless she shows interest?

It's the 21st Century. There are 4 billion girls in the world. If you want to be chased, then showing interest would be a good start. If you are a wallflower then it may or may not ever happen. More likely not. The world isn't 1950s dances when, frankly, there were more women than men because of war attrition. Nor is it Victorian England where men held wealth and women couldn't meaningfully work.

Most men are put off by passive women.

Why does a guy not fix my outdoor watering system? Literally. It broke in the past few days and I haven't hired anyone yet. I could sit around waiting for someone to chase my watering system, or I could express interest in hiring someone to do the work. Which strategy do you think would be more effective?

I feel like there must be more context behind why you're asking this question, because the answer seems kind of plain/obvious on it's face.

The reason a guy wouldn't pursue girls who don't express interest in him is because he doesn't want to waste his time or risk making her uncomfortable.

Because men have self respect and if the girl's not interested he's not gonna waste time and effort chasing when there are loads more similar or better girls who WILL reciprocate effort and interest.
