Why would a guy say "I love you" even though you’re not dating or a couple? He says you’re not that good looking, and he gets upset when you talk about guys who are your type, even though he’s not your type. He said he’ll date an unattractive or ugly girl.

Sounds mentally and emotionally unstable he isn’t worth being in your life. Seems like part of him feels romantic feelings while the other part doesn’t want to maybe even feels ashamed of it so it’s playground behavior. People who act like this are just not worth your time or energy.
