He says i’m just a friend but looks at me different?

For the past year, I have not been able to escape this guy. I’ll be in a hallway or parking garage, and the whole place will be empty but he will still find a way to be there. I know he sees me there too, because we make long eye contact every time.

We started saying hi to each other recently. He’s always the one to say hi first, but I will always go approach him and start a conversation. I’ve had friends tell me that he looks at me like he’s in love with me, and I see it too. It’s like his face lights up when I say hi.

I finally got up the courage to ask him if he wanted to hang out, and his facial expression looked shocked but happy in a way, and he was trying not to smile. He said yes, but when I texted him I never got a reply. He also told his friend I was “just a friend from our hometown” but we never spoke until recently, when we started university.

After I texted him, I did see him at the place I was trying to hang out with him at, with some of his friends and other girls. The next day I see him a few times, we say hi, but I chose not to talk to him He did seem a little sad, guilty, or like he felt bad.

I don’t mind being friends with him, but I’m just confused on why he would look at me flirty, say yes to us hanging out, then not do anything about it.
