There is this one guy friend that I have, we are not very close but sometimes he will make comments on my Instagram stories. He said something like “i find you very sexy, i get excited when i look at your pics” . He knows that i work out so he likes to compliment that. Im just not sure of guys talk like that to their female friends?

I'd say yes.

I think it is very normal. There has to be some attraction in any relationship or sexual desire/tension in opposite gender cases. A guy can't just resist expressing his admiration. And this applies to any person in any aspect.

If you were to see a handsome guy or pretty girl.. you may want to let them know you "appreciate the view". May be their posture or walk.. probably not even appearance.

As holding it could make us start getting dishonest with ourselves.
Since opposite of love is being careless. With all love/relation levels.

Therefore he's just expressing his liking and what's actually in his mind.
If I were to see your hair lovely today, I maybe won't touch it as you being a stranger, but I'll lovingly stare at it.. or maybe say it, if we know each other.
