If a guy cross his arms while talking to me and angry, does that mean he doesn't want to talk to you?

Only thing i can say is it would depend. there's not enough context to know that on my end to answer that question. In most cases guys are pretty straightforward if they don’t want to talk to you specifically. They either avoid you or their speech is very one sentence and vague. But he could be mad at you or his mad at something else. You just happened to talk to him at the time. Not enough information to go on.

Arm crossing is a guarded body language, typically. If he’s already upset with you, it doesn’t necessarily mean he doesn’t want to confront the issue, but rather more that he’s preparing himself for what might be a long, drawn out fight

Yup. Closed off body language (i. e. crossed arms, not facing you, etc) is a good indicator that someone doesn’t want to talk with you.
