My exboyfriend showed up right where I live and trying several attemps to keep me emotionally invested? What does he want?

I have been going back and fort deciding what to do with the things he gave me to keep when we broke things off and the jacket I gave him for Christmas, do I just send it to him in the mail, do I deliver in front of his building or what do I actually do and in many ways I also feel I’m not ready and I want actually talk to him about this. He has also several things at his place that is mine and I have tried to discuss these items several times with him and everytime I talk with him he tries to deflect from this and does not want to proceed further to Exchange the things back. And now he just ignores me and I have not talked with him for 1,5 month, and I have tried to accept that we are just not on Speaking terms due to what happened between us. Then out of the blue, I was going to walk my dog and there is two people coming towards me and he is walking hand in hand with some girl and I notice he is just staring at me for several seconds, distancing himself from the girl and while she is talking and I did not notice him at first and then when I look up he looks down and give an act that he was listening to what she was saying and walks next to me and ignores me. This was just outside of my apartment, and of all places in the city he shows up where I live and where he knows he will find me and I will see it.

My question is what is his purpose and what is he trying to do? He obviously wants a reaction from me, but what does he want? Previously when we broke up we met several times a month ago, has his hand on my bum and looks at me passionately in my eyes. I was suppose to pick up my things that day and then he postpones it, and I was trying to ask if he wants to cut contact and he just looks down and gives me an excuse and says since we Are finishing we will not speak and I’m just like that is not what I meant. I ask him Are we going to speak again and he says I don’t know and if we are we’re not going to be romantic and during the break up he was so angry.
