I get asked all the time. I'm not offended. I think it's funny. People have a hard time reading my age. When I answer, they usually think I'm being a wiseass. I get comments like you don't move like a 60 year old. Nope I don't. I'm not built like most guys my age either. And I have a full head of brown hair with zero thinning. Almost zero wrinkles in my face. Genetics? Lifestyle? I dunno. But I'm aging differently from everyone around me.

As for why a guy would ask a woman, it may be the same thing. Maybe he's having a hard time reading your age from your looks and the way you move. Maybe the guy just has a low social IQ.

There’s a number of reasons. Maybe to see if you’re similar in age. Some people look older than they are, some look younger than they are. Maybe to gauge a sense of where you might be in your life. He could be checking g to make sure it’s appropriate. Maybe he wants to date you. Maybe he’s just curious. Maybe he’s making conversation.
