Is my friend’s plan to secretly contact this woman creepy or okay?

my friend overheard the names of an attractive woman who seems to be divorced and goes to the pool with her daughters sometimes in the neighborhood, he looked up her phone number and then Star 67 to make sure it was her number and saw her answer it at the pool. He’s going to wait a few weeks and then his plan is to text her and pretend that some anonymous person on dating app gave him the number and said that they might be good together and to reach out to her. That’s the best explanation he can come up with for contacting her. He’s like 37 and this woman is 59 or 60 too.
