Since then he he brings it up every once and awhile and says "maybe I'll see you there."
When you say maybe what do you mean by it?
It is subjective. It can be:
1- You are reading too much into it. I have friends who say similar things and words who don't have profound meaning behind them. It's just the way they talk.
2- He really wants to see you there but putting the "maybe" word will not make him look "desperate". He wants to look confident and all.
3- He isn't interested but is just being polite.

It literally means maybe. lol..Basically, he likes you, I think, and is telling you maybe because if he gets around to it, then he will go. What do you respond to when he says this? He might also want a response...a particular one..to see if you are interested.
It makes it sound as if his social life is PACKED with things and your event/group is insignificant, doing this allows him to not appear over-eager, because if he was too eager, he would kill or minimize your attraction for him (plain and simple).
We men behave like this because you women like that subconsiously It's nature.
If he likes you it means that he'll be there. He just wants to keep you on your toes by being vague and unpredictable. If he doesn't like you it means he won't be there. Simple as that.
