There are lobbyist who have been working tirelessly for years to not necessarily make it illegal, but to add additional warnings on food labels like cigarette labels, and ban advertising of sugary candies and snacks during children's programming hours. Money talks however, and if you're these companies, you simply pay more to bark louder, and they're winning.

I'm not sure why the age range specifically---but my theory is that it avoids the 'issue' of pregnant women specifically and growing children, and those that aren't working yet. Sort of like, they wanted to get a number that they wouldn't have to have two different ones for men/women and that applied to companies too, etc.

Actually I'm not worried about gender assignments, but perhaps you are. If you're going to list something more important to worry about, why not list war or famine or disease... yeah those little things, not something that effects, what some 2% of the populous unlike obesity rates.
