I'm sure you look fine. It all depends on how you carry your weight and the muscle to fat ratio. 28 inches for a waist may look large on a small frame though in my opinion but honestly if you want to lose weight do it for yourself don't do it for a guy or anyone on this site

You'd have to add another inch to that waist measurement before you had any risk of weight/health problems.
Your waist measurement is still less than 85% of the hip measurement.
