Not all carbs are the same. I body build so I do completely cut carbs sometimes but it's not healthy and it will only temporary keep the weight off. You want complex carbs like sweet potatoes and brown rice. I'd say fruits are a good choice too. Anything that is processed is probably a bad idea. Also remember that carbs have 4 calories a gram where fat has 9 and alcohol has 7. So definitely watch fat and alcohol intake the most. Also it's very easy to drink to many calories so try to drink only water and skim milk. Also drink a glass of water before every meal to lessen the amount of calories you intake. Also timing when you eat is important. Try never snacking and having 5 SMALL meals through out the day.
Switch from starchy carbs to vegetables. Skip things like bread, rice, maybe milk. That should help quite a bit. Make sure though you replace the carbs you need with some fat. It will help brain function and you will not fill as tired.
Don't "diet". Make healthier lifestyle choices.
Learn to eat in key with your body so you know when you're actually hungry. Listen to your body and work out. Rather than eating, eat to nourish your body. Choose things that you know will help your skin, you energy levels etc.
The first step is to avoid WHITE carbs. So, instead of white bread choose wholegrain. Cut down on junk food, but you'll DIE if you don't give yourself a treat every weekend. In fact, if you're working out and eating right, a weekly splurge can help your metabolism.

Never restrict carbs coming from fruits and veggies, but cutting out bad carbs will help you. Any carbs that are high in fat, sodium, and processed sugar are probably not good for you. Whole wheat or whole grain foods are much better for you.

I wouldn't do it. You might lose some weight short term because you basically make yourself sick. You are better with a balanced diet, overall calories, and weight lifting / exercise.
Yes it will. junk food, soda, carbs and do HIIT cardio.
Tbh low carb diets are stupid, it's essential for brain function and muscle repair.
