1. Fixed? Having straight teeth isn't the same as having broken teeth. The whole having perfectly align teeth being right and all other teeth needing fixing is an American thing. From what I've experienced the rest of the world doesn't care as much.
2. Just because you can afford something doesn't mean you have to want to by it. He may not care enough to get them fixed or may not like the inauthenticity of getting braces. Many people don't get boob jobs for the same reason.

Also he may be like me. If I were to get braces on my bottom teeth I'd have to get my wisdom teeth removed as well. If I don't they can stay. Most people don't even notice my bottom teeth so it's just not worth it too me.
