Lost weight need to get toned?

So I lost my baby weight at puberty like we all do but never really did much to tone the flabby skin... Especially my arms. I'm 15 now and I'm very self conscious about this. Keep in mind I can't do pull ups so don't even bother. Can someone give me advice on exercises to get toned fast? I don't want to spend hours on working out just something 10 minutes or less but effective. It's not extremely bad maybe with the right exercises maybe a few weeks maybe one month tops to tone.
