Any amount of time, as long as you give the muscles you're training 48h of rest. So around 3 times / week should be fine. I would make each session between 30 and 60 minutes with several exercises of 4 sets each. You should be able to do between 6 and 10 reps of each exercise before failure, so use appropriate weights. If you can do more than 10 reps per set, increase the weight. You should also have between 1 and 2 minutes of rest between each set.
Make sure you eat more calories than you burn though, you're not gaining any muscle if you're not eating :) Also, if you ever do diet, although it doesn't sound like you'd need to, then be careful. Muscles' behavior is quite similar to that of fat. If you eat more calories than you burn, then you'll gain both fat and muscle (Assuming you also exercise). If you eat less calories than you burn, you'll lose both fat and muscle.

Obviously, you can't expect it to be very precise, but it should give you a general idea of what your calorie intake should be.
The answer is that it isn't about how much you exercise your legs, but about how low your body fat percentage is.
If you wanna be able to see your leg muscles its the same as if you wanna see your abs. Everyone has a sixpack but there's a layer of fat above it. Women have a different fat "distribution" than men - which means men usually get a belly where women tend to get a "big ass" and thighs.
I'm not really able to make use of your datas but if you keep/get your bodyfat level low (you can measure it with several ways that you can look up on the internet) as well as work out your legs a bit you should be able to "see" them muscles after half a year of regular training. Regular means that as soon as your muscles "calmed down" from the training again are stressed in a workout again that means around every 3 days plus minus a day. I hope this helped.
id say start off with 3 times a week, 30mins-1hr each day.
when u feel ready to amp it up, add another day until u get to 6 days a week, and start over.
make sure ur also eating foods that will feed those gains! :D

as many times as you want. it doesn't happen over night, probably won't happen over 6 months. hard work and patience is required, but eventually working out can become fun, and once its part of your daily routine, you won't even realize how different you can become, both physically and mentally.
Since your so small it will take you longer, experiment. See what works for you but you have to be sure that eat more. The body needs fat to make energy.
Once a week, heavy weight strength training for only muscle gain.
