Diet and working out questions?

I am 19 I am 5 foot and I am really thick. I have the untoned body of Beyoncé. I am chubby but not huge. I weigh 150 pounds. I am 15% body fat, my doctor says it's healthy, still not happy. I want to tone my body and lose weight. But I don't know how to do it, I go to the gym but I must not be doing something right. I want to tone up lose weight and get some muscle in my arms. I do have a messed up back and neck :/.
I am taking Lipozene right now, anyone have any experiences with it?
what about Garcina Cambodia? I Experience? Please help? Real comments only please
