A dog is designed so that it can withstand "junk" going through its digestive track more so than humans. BU, That junk has to pass through the mouth first. Add to that toothpastes and mouthwashes, toothbrushing, etc that all help keep human mouths cleaner.
As far as number of germs. There'll be about the same amount as in a human in a given amount of saliva. The critical difference is dogs have dog germs and humans have human germs. While they could have a pathogen infectious to a human. The odds are much lower than one human to another. As most pathogens you'll find in a dog's mouth won't be zoonotic. That doesn't mean they won't have something. So, don't let them lick your face.
Dogs spend all day licking their balls, girls lick balls occasionally. Therefore my mouth is cleaner and if it's not guys should bathe more.

Is a Dog’s Mouth Cleaner Than a Human’s Mouth?
I think we’ve probably all cringed as we’ve watched a friend or someone we know share their food or a drink with their dog out of the same bowl or glass their using and then exclaim, “Don’t worry! My dog’s mouth is cleaner than mine!” Maybe not. Truthfully, comparing the dog mouth and human mouth is like comparing apples and oranges. There are similarities, but also key differences. Obviously, the bond between a person and their dog is extremely personal so no judgment on sharing your water with Fido! You do you!

I think the real answer to this question is that dogs mouths are just as clean as a humans, but dogs and human months contain different types of bacteria that are necessary for each species.
So you can't honesty say they are cleaner or dirtier they are just different... but neither human or dogs would get each other sick unless you are allergic to a specific type of bacteria or dogs in general.
It's basically the same when they study the bacteria found in mouth of dogs and humans it's a very minor different technically dogs are slightly cleaner

I don't hate them, they're very loyal, caring, playful and good company in dangerous neighborhoods, but they're nice at a distance and on a leash... If I ever decide to get one, I'll place it, like in the yard, at the gate or at my farm but I'd probably have to kill it if it got in my room or in my bed...
