It depends how much weight you have to loose and your metabolism (some people's are naturally high, but most aren't). You'll probably see some results depending on how drastic the change is in your diet. But some exercise is generally needed to see significant results, even if it's just a 20-30 min walk every day.

You loose weight if there's a calorie deficit. Working out is healthy and definitely helps on a weight loss journey and muscle burns more fat. So while beneficial it's not necessary for weight loss.

If your life is very active then you may not need to partake in a traditional form of exercise. This being said, this doesn’t apply to many people. Exercise is always recommended. Eating well is a necessity as well.
