My first instinct is to say 20%. Men are on average ~8-10% leaner than women when they visually look the same bf%. If she were a man, I'd say she's ~13-14~ body-fat so ~20% likely checks out. Could be slightly higher though depending on the amount of fat mass she has on her glutes. Similar to me, she likely looks leaner than she actually is because of the bodies preference to store long-term body-fat on the lower body.
