What does it mean if someone has that IQ can they function in society and pass as normal? Is that type of IQ considered mentally challenged?

Yes an IQ of 75 is mentally challenged. The "normal" human IQ is by definition 100. The US military has adopted a lower IQ limit of 82 for recruits. The idea is that anyone with an IQ lower than 82 cannot generally learn the skills required to work as a team with other recruits. Recruits with an IQ at or near 82 will likely be assigned non mission critical activities that are repetitive in nature and don't include technology or rapid decision making in chaos.

So in society it will probably be similar. People with an IQ around 82 can probably drive a car, feed themselves, and hold a job that requires repetition not problem solving under pressure. Those will tend to be low paying jobs without a ton of stress. But those people can be self sufficient.

I have known people with IQs of 140 who had difficulty negotiating life. They never pass as normal. They never fit in. It does not take a high IQ to do what everyone else does. With that in mind I don't know that 75 is a death sentence to the concept of fitting in.

It is not the only factor in deciding whether an individual's likelihood for success. And with age and confidence it changes.

Let me restate that. Seems my brain get ahead of my fingers. "It is not the only factor used to predict an individuals likelihood for success. It is not an ironclad number. It changes with age, and education, and confidence. Attitude is key.

An individual who will not try has already lost the challenge. Put you sock on and then your shoes and get off the bleachers, onto the track and start running. You may be surprised at what you can do. The only thing I have noticed is that people with lower scores can be naive. It helps to find a coach you can trust. That coach should be consulted when decisions are crucial, as a back up second opinion.

An IQ of 70–75 is considered to be in the borderline intellectual functioning range, but interpret this information with caution. Two people with the same IQ score can have very different levels of independence and capability.
