I'm sure you aren't doing anything "wrong". The human body is uneven. That's just the way it is. The fact that you're making any kind of progress should make you feel good and give you the encouragement to keep going. Eventually, things will probably become somewhat more even.

something you should do RIGHT NOW. get onto you tube. type POP pilates muffin top. Get into your workout clothes, play video. do workout. then do abs then arms. go wild, I'm not joking this works!
over excersizing can be an issue, I see it is affecting you, you have very thin cheeks, eat more often & maybe less exercise will be healthier for you . . .
You can't choose where you burn fat from, only what muscles you work out. Just keep working at it, the other handle should go down too. And drinking green tea will help you burn a bit more fat too, lol, and it's easy.
You haven't mentioned diet or exactly what types of exercise you have been doing You mentioned running but what else? BTW you can't spot burn. You can't decide where fat comes off of.
Yeah I know I can't spot burn but I usually work out my whole body (except my chest). I usually run for about an hour and then lift some weights doing curl ups to work my biceps and triceps. I do this exercise to work my triceps but I forget the name of it. I then do adbominal sit ups and bicycle sit ups to work my obliques to target my love handles specifically. I also do cycling for at least 30min every other day. Oh and I play basketball on days that I rest or take a break from heavy exercise
As for dieting? I haven't been too good on that, mostly eating whatever I want...hehe. XD But this past weekend I bought a lot of lean meats like chicken, beef and turkey. I got lots of fruit as well. I drink a lot of water as well so I'm not lacking in that department. I figured I need to take it to the next level and not only exercise right but eat right as well.
Why don't you work your chest? Most of the best functional exercises incorporate the chest. For exercise -
Cut back on grain products made using flour. And what little bit you do eat has to come from whole grains. Use a website called caloriecount.com to track your nutrition.
Weights will help that. Cardio makes fat disappear from your whole body including breasts. Working chest muscles however increases the size of the muscles under the breasts (the pecs) which on a girl would lift the breasts and make them appear fuller.

You want to do ab workouts. I suggest butterfly kicks as well as using an exercise ball if possible. These are just the big balls you usually see at the gym but they work amazingly with ab workouts.
