Briefer, more intense work outs?

Is 20 minutes of weights for diff body parts and 20 to 30 min of intense cardio 4 times a week and then one day of just weights better than an hour 4 times a week of a blend of mixed cardio ranging from mild to intense?

I want to tone. Lose a little weight but not a lot I'm not overweight
