You care about your looks, yet your destructive when it comes to your health. You can not get your perfect body without an interest in your health. It's simply a determination factor that you're gonna lack. So I say this with a good idea that it's falling on deaf ears.. but let's see how it goes anyways..
1.) Develop an interest in your health. You can not successfully complete a training program while destroying your body with smoke and low protein junk food. Your results will be diminished by your destructive habits and thus you'll lose confidence and motivation and fail. So, you must WANT this more than anything else. It must be your number one goal because it isn't easy to stick with. If smoking weed, drinking mountain dew and eating funyun rings is more important.. then don't even bother the attempt because you'll only end up delusionally calling my advice horrible and finding no results.
2.) For a curvaceous body, start a weight training regime that heavily focuses on legs (squats/deadlifts). There are plenty of free training programs on the web to start, choose one that fits your desires. I'd suggest Stronglifts 5x5, since it's VERY beginner friendly and has you squatting every other day. Incorporate stomach vaccuums into your workout regime. This exercise will make your waist smaller, thus increasing curvature. A lot of people lose 3-4 inches off their waist line just from doing stomach vaccuums for a month (this doesn't mean you should just do only these, I oughtta slap you up side the head for thinking it). During this phase your eating habits need to be more controlled, and your smoking habit has to be limited. I say this because after this phase you'll be running, and you will not be allowed to smoke because your lungs will limit your ability to do extensive cardio. And to prepare for that, you need to taper down your smoking habit.
3.) Eat a high protein diet.. Beef Jerky is the best option in terms of flavor and grams of protein per calorie. Other options are PBJ sandwiches, tuna fish, chicken patties and meat lovers supreme pizzas (these are my tasty options for you, seek protein supplements for less tasty but more effective options). Substitute your sodas and kool-aids with milk and water.
4.) After 3-6 months of weightlifting start a running regime. Now that you have a foundation of muscle, trimming down excess fat will make those curves show elegantly. Your weekly runs should have variety and not be the same distance or speed each day. You should run 5-6 days a week with a rotation similar to this: M. Long distance run T. easy light jogging W. Hills/sprints T. easy light jogging F. Fast medium distance / intervals. S. easy light jogging. S. REST. During this phase you absolutely can not smoke, but you can eat all kinds of junk food. ;) This is because your body will be in high demand for energy. And again, because you can not run with bad lungs.

Smoking weed is a great way to be sinny, but not to lok fit and healthy.
You can'tt maniniulate yur ody, you will gain or lose weight all over. Losing it off yur stomach and thighs will also ake it off yur boobs, sorry. NO way on earth to change that.
Cut down on the salty and processed foods. Trust me, I started getting strict on this three weeks ago and am already down a size and a half. It's not a huge difference, but enough that will probably give you a flatter stomach and a more flattering fit with that dress.
You can also incorporate ab exercises too. Do some crunches to tighten up the core. It will not only make the stomach appear flatter, but you will be more apt to stand up taller.
Drink lots of water and cut out soda or other sugary drinks. Eat lean meats and whole grains. These fill you up better and give your body the energy it needs to function. Snack on fresh fruits and veggies throughout the day to keep full. Also eat foods that are good sources of fibre such as kidney beans, whole grain bread, and brown rice. These will also help keep you full throughout the day.
This basically gets rid of any water weight you are holding on to. Water weight will bloat you up, and if you have been eating any processed foods regularly this is probably all you need to do to lose the one or two inches. Processed foods tend to be higher in salt which causes water retention and bloating.
For the thighs, the best thing to do is walk. Walk and do squats and lunges. Use weights while you are doing the lunges, I use a 10lb dumbbell. You can also try pilates for a whole body workout. I found it to be really effective because it's low impact but it still gets you sweating. Plus it works your muscles :) There are a ton of pilates videos on Youtube. Find some exercises you like doing and stick to them. Best to do a good variety to get a full-body workout.
Doing any of the things I suggested should not decrease your boobs in any way. And these are all fairly easy to do :)
you will NEVER become perfect. nobody is. you can improve the way you look by eating right, excercise and toning and stopping the junk food and weed
