Tips to kick these last 15 lb? ANd toning up loose skin?

I use to be fat after I quit cheerleading and ballette, from not changing my diet and not working out 24/7 like I use too I gained a bit of weight. I got up to 190 lb, as you can see in my profile pix i’ve lost almost all of it. I just want to get back to my cheer/ballette weight which was 115 lb. I’m not 130 and threw the week I gain about 4 lb and then go back to 130. My inner thighes and my arms seem to be the hardest to tone. I usually eat out because if I eat home cooked meals I gain weight like crazy, I have no clue why my grandmother is just like that. I’m alergic to 90% of everything and 100% of all grasses and trees outside so it’s made my journy back to being healthy very hard. Lately I keep getting bloated from gas, it’s so unconfortable but I don’t know what to do to make it go away. Anything I can take over the counter? My tummy is pretty close to being flat when it’s not bloated but when it is I just have a little bit of a tummy. I just can’t seem to tone it completely. Like if you press on it it’s hard underneath but I still have a bit of squish on top. Any tips or tricks? I just wanna get rid of these last 15 lb and keep it off!
