At first I thought he was interested in getting to know me, but once we started texting, he was inconsistent and didn’t really try to hold conversations. The conversations were dry so I eventually assumed he might just want to be friends.
The past few years we’ve talked on and off. Recently we finally hung out in person at my house. He stayed until around 2–3 am but nothing sexual happened no moves, no flirting, nothing. After that, communication faded again, so I deleted his number and unfriended him because it felt like we weren’t going anywhere and I didn’t know what he wanted.
Later, he randomly reached out and asked if I wanted to do something sexual. I declined because he’s been very inconsistent and I still don’t know what he’s looking for. I’m confused because he didn’t try anything when he was actually at my house, but then brought up sex later out of nowhere.
From a guy’s perspective, what does this sound like? Is he looking for a friend, friends with benefits, something casual, or just a one-night thing? I’m open to something casual with the right clarity and consistency, but I’m not interested in a one-night stand

It's been awhile since I was in your age group, but here's my guesstimate about him.
Most of his friends have girlfriends but he doesn't. He's okay being single, putting an emphasis on his job and career. He'd like to have a girlfriend, and you are a good candidate, but he's not sure. You've shown no specific interest in him, waiting for him to make a move. This confuses him. He doesn't want to make a move and get rejected.
Why not contact him, tell him exactly what you might be interested in, and see how he responds.
He doesn't know what you are after either. I guess that doesn't matter.
