Is keeping a woman as a fiancee for years (no good reason provided) another way to string along a woman?

I'm very concern for my friend. She's worried about the situation too. They're engaged for 3 years now and he's still taking his time with the wedding. Her family and other friends are worried too.

She's 27 by now and already wants to be a mother and he keeps giving excuses about postponing the wedding and that he'll print out the invitations later. They aren't going through any financial issues, both of them are on great job positions and they can afford a family. Is this another way to string along a woman? Basically a step ahead of the keeping her as a girlfriend forever and giving excuses.

Note:

Before they moved in, my friend placed a timeframe on only living together for 12 months, no more. By then it either moves forward or they go their separate ways. She didn't want to be another forever, childless girlfriend that lived with a man for 5-8 years. She wanted a child in a marriage, not in a relationship.

I've read somewhere once on another site that a man would do that to 2 women. He would buy a cheaper ring and propose but he would prolong the engagement until the women got tired of waiting for the wedding that never took place and left, wasting the woman's time.
