But if not, yup probably. And women making a move is usually eyeing the guy/ flashing him a smile for him to come over. Most women won't walk up to a man and directly ask him a question/ introduce themselves.

I would say so! Eye contact alone usually isn't always an indication, but if you make eye contact and she smiles, it means she likes what she sees.
