He doesn’t have to split it at all. He can keep it for just himself if he wants to. He’s under no legal obligation to split it or share it with anyone.
What if its new wifes money who purchase the ticket?
Unless there was a verbal or written contract between them stating that she has a right to the winnings, it was a gift and he gets to enjoy it however he wants
I think splitting amongst his wife and kids is the right thing to do.
It is his winnings to do with what he wants to. Though if he gets divorced again she will get at least half of it. So he should remember the motto, happy wife happy life; and act accordingly.
