I filed a warranty claim on an expensive item I bought earlier this year. They paid the claim, but not the sales tax, which was quite a lot. I had to pay sales tax again on the replacement item of course, so now I still have one item (the new one replacing the broken one), but have had to pay sales tax on it twice.
If they had just sent me the replacement item, there would have been no new sales tax. If I had taken the item into a store for a refund, they would have refunded the sales tax. Also, when they send the check, I'm not required to spend it on the exact same item, I can spend it on anything I want, or just keep the money, so again, there would have been no sales tax if I had done that.
So how is it fair that I'm paying sales tax twice just because I bought the replacement item?

So if you get a refund from a warranty, the original seller has to refund the sales tax.
If they don't, you can report them to the state, who will force them to refund it to you, but most like eBay or Amazon will just refund it to you when you ask. Usually they don't know when you've had a warranty claim because it's with an outside insurance company, so you have to ask for the refund.
