In Italy where I live, they have been installed since 1977, before they were an expensive option, they have been mandatory since 1988, but only in the front seats, and since 2006 also in the rear seats. In the United States of America, the first state to declare them mandatory was New Work in 1984, however, even today, they are only mandatory in 26 states.

The first seat belt law was a federal law, Title 49 of the United States Code, Chapter 301, Motor Safety Standard, which took effect on January 1, 1968, that required all vehicles (except buses) to be fitted with seat belts in all designated seating positions. I lived through the 1980s. We had seat belts and worse them. You obviously didn't. Welcome to Earth.
