Well, speaking for myself, it doesn't always mean I'm interested in the person. Sometimes it really is that I can't find or forgot a lighter. In that case, I'll generally just look for someone who is smoking themselves (because they're more likely to have a lighter), and if there's no one smoking around, I might ask whoever looks most friendly/approachable.
I've never pretended like I didn't have a lighter just to talk to someone, but I could see some people using it as an excuse to start up conversation. However, if I do need a light and ask someone, I might use it as an excuse to talk to them. If I am interested in talking to them, I'd stay in the same area as them after I lit my cigarette to make it more conducive to chatting if they're up for it (though, I would only do that if the person was smoking themselves, because I find it rude to smoke around someone who might be a nonsmoker).

Tip: Get a lighter even if you don't smoke, she's comming over to talk to you, you could easely go in conversation to figure out wether she wanted to talk to you or just wanted a light or was open to both.Beats comming here and asking this question I'd say =)
