Biology. Wide hips equals higher probability of surviving child birth as a babies head is quite large (especially compared to other species of animals) and so narrower hips increases the odds of possible complications. Also why they like the "bubble butt", the butt that sticks out is because the curvature of the vertebrae creates a counter balance which will alleviate some of the strain on the back when she is pregnant which historically would have improved not only her overall well being (less wear and tear) but also improved mobility allowing her to be able to be independent longer and also have better chances of escaping possible danger. Also big butts are pretty, soft and squishy, so their is also that.

Because men are hardwired to seek out feminine features. Wide hips/hourglass figure is typically a feminine feature and men find it attractive.

Biologically men are supposed to be attracted to females in order for our species to survive.

It is far beyond a simple explanation. For tens of thousands of years, women with wider hips have an easier time giving birth, and because of this, it is an evolutionarily desirable trait, as it means survival of the species.
