No this fish is not accomplishing any special or difficult act. That would be like applauding a person for walking. Accomplishing difficult or rare acts of kindness etc. Should be applauded. A great feat shows what real, harnessed talents God has given her or him. However, walking is an ability that one can thank God for.

Yes, because if they are still swimming, that means they haven't been caught by a fisherman yet.
The fact he's swimming in what looks like outer space is pretty impressive.
