That actually depends. Muscle isn't the issue here, its mentality and who strikes first. No matter how well trained you are, if you get hit just right (especially when not expecting it), you will get knocked out so that is something to remember, even trained proffesionals can get one hit knock outs if they are not careful.
The other issue is that certain martial arts are simply not built for actual fighting so a lot of martial artists get their ass kicked because they are trained to fight other fighters not the average person so they don't operate the same way (this has been a problem with fighting styles and schools for quite some time (their was a Spanish school of sword fighting that was so esoteric that it was utterly worthless against any one who was not also from that school). Now Muay Thai is not one of those martial arts to my knowledge, it is still a martial art emphasis on the martial.
Then you have the issue of BJJ which has its weaknesses. Now I think most acknowledge its weakness is striking, which can be off set with Mauy Thai so that is probably not an issue in this regard. My concern would be going to ground outside. Concrete is both abrassive and hard , all it takes is one screw up and you could get knocked out if your head hits the ground the wrong way and your most likely going to get torn up to some degree even if you don't so that is also something to consider (the issue isn't technique but enviroment).
That said if those are the two martial arts the fighter has I would put my money on the fighter. In fact I would put my money on the one with experience over the one without regardless of their strength speed or training because experience is going to let you keep a cool head and actually utilize what you know (knowing and doing are two different things and experience allows you to do not just know).

The martial artist. Six inches and 80 pounds isn't enough of a difference to make the bigger guy the clear dominant one. But mostly due to the fact that most big guys can't fight for sh*t and rely WAY too much on their size/intimidation factor to coast by in life. I've never met a guy over 6'1" who can scrap worth a damn. I'm short myself (between the size of these two guys listed) and have met smaller guys at my kickboxing gym who could fight better than I can. They kinda have the mindset that they have to. Like a cornered dog fighting for its life, or Steve Rogers in that alleyway before the Super Soldier serum. The martial artist would probably bust the big guy's kneecaps or go for a throat punch or something. Hell, I'm pretty sure *I* could kick the bodybuilder's ass easily. Wouldn't want to mess with the Bruce Lee dude, though.

Anyone knows that *PROPERLY* executed technique beat out raw strength any day. (Yes, I know sloppy martial artists from McDojos get clapped)
You're even going to be able output more strength than the builder because you know how to put your entire body into your strikes rather than just stiffly using your upper body like 99% of "tough guys" do. Your legs are on average three times stronger than your arms as well and I doubt the builder knows how to use his legs.
Personally, I would just quickly break the bodybuilders knee and then the fight would be over. I fucking guarantee he doesn't know how to deal with anything below the torso and Americans in particular are hyper focused on the head.
Now I'm awaiting "proof" that martial arts doesn't work because some sloopy slacker got clapped vs a bodybuilder. *sighs*I’d give the bodybuilder a puncher’s chance with size, strength, and probably reach advantages, but my money is always on the trained fighter.

while i do have self-defense training, it is self defense. the practices your little guy has are mostly leg fighting. i would definitely bet on the bigger guy
Unless the martial artist is very good the 250 lbs man can easily hurt him bad since he will have a 80 lbs advantage over the 170 lbs man.
