I was wondering if there is a philosophical name for the belief that there are more good people in the world than bad people. As well as the belief that there are more bad people in the world than good people.

Not really as those are just aspects of philosophical thought, not the actual philosophical outlook as a whole. So it can be a part of different philosophical disciplines. I suggest reading up on Hobbes vs Rousseau in the social contract
