Why are some people so terrible at guessing other people's ages?

He almost always seems to assume people are a minimum of 10 years older than they actually are. He once even thought that a 13 y. old boy looked like he was in his late 20s, although this was clearly not the case and the boy looked his age.

I've noticed that this man for some reason, seems to be attracted to much younger, baby-faced women that look like teenagers, which seems sketchy af to me
