My guy friend claims that's a compliment, however I don't agree with him. Obviously that's really different than calling someone a beauty queen/beautiful, or saying she should model

That should be considered a very good compliment.

It does not mean bland or homely. It's usually going to be someone good looking but with an added bonus of being an approachable friendly person. It's basically saying a girl who is good looking but isn't full of herself because of it. She doesn't have her nose in the air.

So it's good looks and good personality. It's the best of both worlds.
