It's not your responsibility. There are cabs, if he didn't have a ride I would give him the number for the cab. People are responsible for making sure they have a way of getting home. Why would someone go out without thinking about how they are going to get home? It's just common sense, whenever I go out I make sure I have a plan, either get a ride from a friend, take public transit or cab it home, even walking home sometimes. If someone is not willing to plan ahead, it's not your responsibility. The only thing you can do is give him the number for a cab, or tell him where the nearest bus stop is.
The consequences could be that he would come on to you, attack you, or steal stuff from you. I wouldn't risk it. My friend worked at a bar, and he offered to walk a girl home, she took advantage of the situation and lied to him about where she lived. She told him she lived near where he did and then when he walked close to his home, he said that he had to go that way home and that he would see her later, and she basically told him, "Its winter and I actually live across the city, can I just stay at your place?" It was awkward, he basically called her a cab and sent her to her house. No way was he gonna have her stay at his house lol.
Just because someone seems nice doesn't mean they are okay to take home. Nice means nothing, people can fake nice to get you to trust them and then when you do, that is when they attack or take advantage of you. I would be safe and just call him a cab. No need to put your safety in jeopardy when you can just call him a cab.

If I was a bartender I wouldn't give anyone a ride home because:
1. Why should I?
2. I don't know them
3. I don't have a car
I was a bartender/waiter untill recently, I've given people rides home before.
If I where a female, I'd probably be less inclined to do so due to risks and being less capable of defending myself through pure strength.
Smart: No unless you know the guy.
Responsibility: No but it is good for the concious I suppose.
Consequences: Rape, murder, ...
Does it matter: Probably, people who appear friendly will have more chances of getting a ride then the weirdo creepy guy.
just call a taxi. My boss made me take home drunk contruction workers when they would come into the pizza storei worked at I got paid for it but sometimes they would make a mess in my car and sometimes I had to drag them up the stairs to their front door and hand them over to their wives.
