well the PMC groups are not mercenaries. They are private defence armies. For protecting companies in unstable areas like pirates and stuff. They claim mercenaries is an offensive thing. They do sometimes do mercenary work though. Guess money talks.

meanwhile, the mercenaries that commit similar brutalities in illegal manners and paid by the USA to do so... have been punished before

its illegal for any American to be tried for war crimes. You only make an indemnity law if your planning on breaking it.
