It’s just a figure of speech , Not really a time limit it’s just something that rarely happens in someone’s life. That means rare... but it depends on who is saying and about what they are saying... if i say i play snooker once in a blue moon means in around 6 months... but if i say once around blue moon i play football means around 2 months... just depends
