Means he doesn't know basic Astronomy. Other stars in the Milky Way in relation to our particular galaxy are quite independent of each other, with the only force of gravitation affecting our particular quadrant being the Sun.
So the actual term that would be appropriate would be "Like the moon misses the star."

Also, I presume he's trying to allude to the fact that without the sun ( and actually a few other stars, the moon is not discriminatory ) there is no reflection, so without you he does not "shine". It's drivel but it works on women because "I miss you like a shovel misses cowpies" works on women if you say it right.Sounds like he was trying to be sweet, The comparison doesn't really make sense, I mean the moon does require stars to provide moonlight, although it has never really been without their light.
Every once in a while, the moon appears in the day time, when there are no stars.
He might mean that every once in a while, he wants to be away from you too. Men need their space.
