I get this behavior from my caregiver and when I need her attention when I need to talk to her about something that I need help with. She sits and plays her games on her phone while I am trying to talk to her. When I asked her to stop looking at her phone, she asked me if I don't know how to multitask!!
When I accidentally fell on my new coffee table and it broke apart into pieces, she said "Maybe you weren't meant to have a coffee table"!

She also steals from me but won't admit it. I am talking about a lot of my belongings!!
So when she's nice to me then turns around and dismisses what I have to say, I feel like she is gaslighting me.

You need to find a caregiver that's bonded. They are not allowed to steal. Mom had one the last week or two of her life and then I was told that they steal shit so, I refused to go to bed for a couple days because I had to watch them while mom was asleep. At one point, I needed a shower and asked my aunt (mom's older sister) to come sit with her while I gotta shower and she'd JUST come over from my cousin's funeral (he died days before, bled to death from his brain) and, as soon as she got out of the car she tripped on the curb and broke her leg! Once I explained why she was coming there, the nurse told me that they are not allowed to steal because they are bonded and will get into SERIOUS trouble for it!!

These caregivers my State pays her $18.10/hour to steal my stuff. I had it out with her about a month ago because I just couldn't take her stealing my things anymore. So she said she was quitting and for me to get a new caregiver and I said "Okay I will and this time I won't get one that steals from me"!
She probably thought that I would beg her not to leave and was probably in shock when I came back at her and then she wasn't sure if she worked for me or not.
See, I am always nice to everyone but you will see a completely different lady when I have been pushed around and they get on my 💩 list! Once you get on it you probably won't be seeing me again!
So, be nice to nice people because if you think they are a push over because they are always nice, and you push them too far, you'd better run!

I agree with you, I would throw her ass out immediately. I live in CA not too not far from SAGE, and I will personally go help SAGE and kick her care givers ASS in a heartbeat!!!
