I‘m going with wealthiest person in each state just based on the photo of Charles Koch here in Kansas, and Warren Buffett in Nebraska.

It's so blurry. But seeing Zuckerberg in California, I guessed that it's the richest person in each state. I was just confused because that's not Bill Gates on Washington, Trum isn't on New York and I didn't know Elon Musk was from Texas, so my second guess was, the most popular businessman in each state.
