People can look at what they want. Staring is considered rude though. Staring is considered a threat by most animals. So sure, glance. Check people you find attractive out. It's not a crime and the day it does become a crime to use your eyes, I want out of life. As long as you don't stare, you're okay.

If someone gets offended by you looking at them or checking them out, that's their own problem.

I agree 100% with your last sentence but see a contradiction about staring being rude. I travelled in areas of China where few white people had been and became the subject of many stares but didn't find it rude at all because it was curiosity and interest.
I didn't "feel" the locals were about to rob, rape or murder me for my organs (groups of anti Chinese media would warn visitors this was rife) so It's not any different to looking at someone dressed unusually or behaving in an unusual way.
The perceived "intent" is wholly in the mind of the observed subject so is a THEM problem.

Curiosity is different from lust or clearly negative thoughts like they don't want you around. In the scenario you provided, I wouldn't feel threatened either.

But try to put yourself in the shoes of a petite girl just trying to get by in the day and you have some big intimidating looking men stare at you lustfully, like they want to kidnap you and fuck you. Would that not make you feel uncomfortable?

As I said, I don't think looking hurts anyone. We all observe the world around us and the mannerisms of others to an extent. But I stick to what I said. Staring can be considered rude and should be avoided if possible. It's a matter of class.

100% agree. I treasure my sense of sight. I've seen wondrous things. Nature is amazing. Movies, architecture, art and human spectacles of all kinds are fascinating. And of course I love the female form.

Yes, but it can depend on who’s looking and how they’re looking. The situation, too. But generally, I like it and it can be very exciting.

Absolutely. When it comes to looking at people, it is nice to have a little finesse.

Hi sir, for looking in for staring if you feel like staring. Women are always whining and complaining that they're being staring at but the truth is that if men stopped looking and staring at women, they would complain about that too. There's also the matter that most women or at least many women dress like they want to be looked at. It's ironic that they've been complaining about it when men look at them.

Is it really a matter of opinion?
Yes we use our eyes to look.
    It’s their function.

Being asked not to goes against nature itself.

Who decides the bpundary between seeing and looking? The subject or observer?

@Shiprex Good point. Let me rephrase: “eyes are made to see and to be seen”. I guess ‘seeing’ and ‘looking’ aren’t too different, actually. Anyway, the MIND—not the eyes—is really the organ that decides how long to look, what you’re looking at, how you feel about what you’re looking at, etc. In regard to @thegreenyogi ‘s question, given that there’s no context added, I can only assume she means to ask “if I’m not supposed to look at something or someone, then I wouldn’t have sight”?

Maybe you're right and I'm adding context to go deeper when it's unclear of the intended purpose to the question.
There is a huge question about it though with regards to interpersonal "seeing" that I was trying to delve in to.
