Because of the cat in the house, we can't open the doors and windows this summer. We don't have the money to install screens right now. What to do?

The cat has caused a huge conflict among the family members; some want the cat, some don't. Even though we're roasting inside in this summer heat, some won't let us open the doors and windows because they're afraid the cat will escape or fall. We don't have the money for screens right now. So what are we supposed to do? Just sit inside like roasted corpses? Just suffocate and die?

There's only one air conditioner in one room, and the house is a 4+1 apartment. We don't have a fan either. Besides, a fan requires airflow to stay in the apartment.

I may have exaggerated… the heat inside during the day is normal room temperature but its just we can’t have clean air and there’s no airflow inside the house because of the puss

Just get the cheap insect nets for a few windows. They're good enough to keep the cats inside.

I think you should be very very concerned over the cat having heat stroke. and allow it to be outside in the cool air

Of course we let it go out to the balcony at least once a day

You are only thinking of pussycat is the line to take when you open the windows. Cats need fresh air to be healthy. Plug that to get what you want.
