Does this usually mean she's attracted to me romantically and is giving the green light for me to make the first move when the time's right?

I know XOXO means hugs and kisses. But I sometimes see some women using it just to be cute and nothing serious. However if they write that on a note or a card which they give to a guy they're dating (only in the early phases), does this mean something more?
