Yes, if you just glance quickly, it's unlikely she'll even notice it. My friends usually have to tell me I'm even being checked out for me to even notice! But if you want her to notice, PLEASE do not stare for a minute straight, press your face against the glass from outside the restaurant and then come in offering your number, make lewd comments (I'd like to take you home tonight, looking good, want to taste some dark chocolate ponytail?, mmmm sexy lady, damn you fine, etc.), follow her to her car hours after seeing her on the beach knowing her name and nude, try to ask her out while she's taking out her kid sister, or wear that stupid devilish grin that guys wear...it makes girls feel like guys are trying to possess them with a look, and makes them want to just take a shower and scrub their skin raw. It is most certainly appreciated if you just do the once over as you're walking by, followed by a smile, and, this is important, EYE contact! If you look, look away, look back (repeat process), it's also fine, and frankly flattering. Just be careful about crossing that line, the one which separates you from the guys that make girls resort to walking around with headphones, and look at the ground/ above people's faces so they can travel in peace.

Depends how you do it. If you flat out stare at them for a length of time, you could come off as desperate, perverted, or just plain creepy. The thing to do, which I do is check them out only up until they notice you then look awau and back to what your doing and just do that off and on. It ll make her ask herself if that guy is checking her out or is she just imagining things. Then when she makes eye contact with you, keep it brief and shoot her a quick smile. Then, look away again. Did he just smile at me? LOL

I don't do it is much after a group of girls all gave me a thirsty look and I totally felt like a piece of meat. It was uncomfortable and I didn't know what they were even thinking. It was confusing. Nowadays I'll have a glance, look them in the eye and smile. Then I'm on my way.

Just quick eye contact would probably be safer. I can't really come up with any situation where staring would be fine (unless you're in a relationship with someone of course). Imo, staring is mostly just rude but can also be disgusting depending on how you stare. Quick glances are basically the way to go, and many girls/women (including myself) find quick glances cute and flattering (as long as you're glancing at... the more appropriate areas).
