What does it mean when a girl lowers her head on the pavement?

When I walk on the street toward a girl (and I don't know her/ she doesn't know me either) and the girl lowers her head or look the the side as we come closer to each other. And it's not just one girl but several ones already.

Does it mean I'm too ugly to look at? :/

Rarely-to-never that negative. It’s often a sign of either shyness “I want to look at dude but I don’t feel like it or he’s too cute” or submissiveness “you’re the lord of this realm.” Happens to me dozens-hundreds of times everyday because I’m a massive and probably scary/intimidating “hot guy” as female roommates said. High self-esteem, high courage girls usually won’t look down but will look straight at you, smile / be flirty (which means it’s playful acting, rarely actual interest). If you want to keep her interest, don’t look away but smile... because it’s sort of a staring contest.

I don't do this I like to connect with the people around me, ugly, homeless, rich, stuck up, whatever I always try to look people in the eye and usually smile. She may be having a bad day or not care.
