If she's outgoing and maybe said it enthusiastic, she wants you to know she said hi but she might not be in the mood to look someone in the eyes. She might've had a bad day or maybe was nervous. That happens too when you're nervous. You can say it enthusiastically but you might be too nervous to look at someone in the eyes.
I do that when I am shy about the person who is there or intimated by them. However, if I look to either to the left or right (head moving or staying still), away from the person, I want to avoid them and try to have no eye contact with them or they might come up and say hello.
So first one good, second one bad!
I do that when I'm feeling shy or too nervous to look at the person. I could do that also when I'm unsure or what to do and find it easier to just stare at the floor lol.

When I look down at the floor, it always means that I'm too shy to look at the person. It doesn't always mean that she likes you though. She may be one of those people who just can't keep eye contact with others.
